Left hand radicals mean 'crossed sticks'/'emulation' and 'child', right hand radical is 'stick (or cane) in hand', and in kanji usually means something like 'force', or 'coerce'. Apparently, the reference is to teaching a child by threatening to beat him. Henshall suggests remembering this kanji by: 'Cane in hand teaches child stick arranging'.
