Left radical is a radical version of 'water'. Right radical 'contain' (容), here acting phonetically to express 'full'. In Chinese this character means 'container of water'. Its present meaning in Japanese may be the result of borrowing, or may related to the idea of water dissolving things.  Henshall suggests taking the right radical as 'roof/house' and 'valley' (谷), and as a mnemonic: 'House dissolves in valley full of water.'
