Right upper element is 'hand with stick/coerce/force'. Left upper element may originally have been 'cloth' plus small small 'bits', referring to the practice of cutting cloth in pieces as part of making a religious offering. The top radical is used phonetically to express 'collapse'. The bottom radical was originally 'dog' (犬), and the character referred to collapsing like an exhausted pooch. (Cf. English expression, 'dog tired'.) Its current meaning of 'humility/wrongdoing' are the result of its being confused with '幣'. Henshall suggests taking the bottom radical as two 'tens' (十), and as a mnemonic: 'Evilly forced to cut my cloth into twenty strips.'
