Left radical is 'horse' (馬). The right radical is a character found only in Chinese meaning 'flea', here being used phonetically to express 'confusion'. Its parts are one version of the 'hand' radical, and 'insect' (虫). This character apparently originally meant 'confusion caused when an insect bites a horse'. It now means 'trouble/confusion/disorder/noise' in general. Henshall suggests as a mnemonic: 'Hand slaps insect on horse: disturbance follows.'
