Top radical is 'bamboo' (竹). The bottom radical is a character only found in Chinese, meaning 'rely on/avail'. Its origins are obscure, but its elements ae 'past' (昔) and 'serrated piece of wood/tally/pledge'.  Here it acts phonetically to express 'write'. Thus, this character originally meant something like, 'bamboo tablets used to keep a record'. It has come to mean specifically a register, as in a census. Henshall suggests taking the left bottom radical as a 'tree' (木) that has many branches, and as a mnemonic: 'Register of bamboo and branched trees from past.'
