Top radical is 'bird', bottom radical is 'hand'. A bird in the hand is 'one bird'; this character has come to mean 'one of a pair' in particular. It was originally a bird counter. It is unclear why it has become a ship counter. Henshall suggests as a mnemonic: 'Only one bird in the hand.'
