Top radical is a variant of 'person' (人). Bottom radical is 'foot' (止), which also acts phonetically to express 'precarious'. This character originally meant 'standing on tiptoe', and still can mean that in Chinese. This led to a variety of meanings such as 'stand erect', 'look out', and in Japanese led to the meaning of 'take action', and then 'undertake'.  Henshall suggests taking 止 in its more common meaning of 'stop', and as a mnemonic: 'Person stops and plans undertaking.'
