Left radical is one of the radical versions of 'hand'. Right radical is 'compare' (比), which acts phonetically to express 'strike'. Thus, 'to strike with the hand', leading to meanings such as 'criticize'. 'Pass' apparently is derived from the idea of examining something critically. Henshall suggests as a mnemonic: 'Criticism can involve a handy comparison.'
