Left radical is 'water', right radical is 'rule' (則) (yesterday's kanji), used in its original meaning of 'measure'. Thus, this character means 'measure water', or 'fathom'. Now also used in a broader, metaphorical sense, rather like the word 'fathom' in English. Henshall suggests as a mnemonic: 'Measure water with fathom-rule.'
