険悪な == kenaku na == dangerous, threatening, serious
保険 == hoken == insurance


Left radical is 'hill'. Right radical is 'synthesis of different opinions', acting phonetically to express 'combine'. Thus, this character originally meant 'many hills combined', i.e., very steep terrain. Eventually it came to mean steepness in general, and its associated danger.. Henshall suggests taking the top part of the right radical as a 'cap', and the bottom part as a variant of 'elder brother' (兄),  and as a mnemonic: 'Elder brother dons cap to climb steep hill.'
