許可 == kyoka == permission
手許 == temoto == money at hand, usual skill, one's purse 


Left radical is 'word/speak' (言). Right radical is 'noon' (午), acting phonetically to express 'approve/forgive'. Thus, it originally meant 'to forgive someone's words'. How it arrived at its other meanings is unknown. Henshall suggests as a mnemonic: 'Permit speech at noon.'
