This character was originally a pictograph of torches (the top radical) and 'joined rooms' (the bottom). It indicated a military encampment surrounded by torches, hence the current meaning of 'barracks'. 'Conduct' is a later meaning, possibly from a confusion with another character. Henshall suggests taking the top radical as an 'ornate roof', and as a mnemonic: 'Ornately roofed barracks with joined rooms.'
