The left radical is 'person' (人), the right radical means 'bottom of a hill', and is comprised of 'scoop/hill' (氏), and an underline. I.e., this character means 'people at the bottom of a hill', and apparently referred to commoners, as opposed to nobles, who lived in castles on the tops of hills. Its meaning of 'low person' has come to mean 'low' in general. Henshall suggests as a mnemonic: 'Person scoops low, down to base line.'
