meaning: harm, damage
公害 == kougai == public nuisance, pollution
殺害 == satsugai == murder

Originally a pictograph of a basket covering a head. How this came to mean 'harm' is unclear, but some scholars believe it represented a person being smothered, hence harmed. Henshall suggests taking the top radical as a 'cover', the middle radical as a variation on 'life' (生), and the bottom radical as 'mouth' (口), for a mnemonic: 'Covering live mouth can cause harm.'
