TOU
hito(shii), nado
meaning: class, equal, etcetera
一等 == ittou == first class, first rate
上等 == joutou == high class

Top radical is 'bamboo' (竹), bottom is 'temple' (寺), acting phonetically to express 'arrange'. Bamboo is a reference to bamboo tablets; thus this character means 'arrange bamboo tablets' in ranks, leading also to such meanings as 'class'. Henshall suggests as a mnemonic:  'Bamboo tablets at temple are all equal.'
