Left radical is 'arrow' (矢), right is 'food vessel' (豆). Arrows were apparently of a fixed length, and sometimes used as a measuring stick. 豆acts phonetically to express 'small'. Thus, 'small measure', or short. Henshall suggests as a mnemonic:  'Both arrow and food vessel are short.'
