Bottom radical is 'correct/proper' (正), top radical is an earlier version of 'edict' (勅), in its original meaning of 'forcing correct action'. Henshall suggests taking the top radical as 'bundle' (束) and 'stick in hand/force', and as a mnemonic:  'Force correct arrangement of bundles.'
