The right radical is a Non-General Use character that still means 'head' in Chinese, although not in Japanese. The left radical is a Non-General Use character that means 'handsome', composed of the top/right radical indicating a fancy collar, and the bottom radical showing three delicate hairs. Henshall suggests taking the 'fancy collar' radical as a variant of 'stand' (立), for a mnemonic:  'Only three hairs stand on head: glum face.'
